Unlicensed gun sales and killings were rampant in 1999 so the government collected and destroyed all the guns they could find. Shortly thereafter this "Knotted Gun" statue, inspired by a Swedish artist, was erected in the roundabout close to the Japanese Bridge. Commonly referenced as Gun Circle, nobody pays much attention to its centerpiece, or to the politics behind it.
